    Summary:  Supports the Mayor, directing all operational activities within the City. The work is performed under the direct supervision of the Mayor, but extensive leeway is granted for the exercise of independent judgment and initiative. Direct supervision is exercised over all Department Heads as well as all other employees within the Mayor’s office. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with the Mayor; other City employees; the City Council; business and community organizations; State officials; representatives of other municipal jurisdictions; representatives of neighboring counties; the media; and the public.
     
    Essential Duties and Responsibilities:

    • Works with the Mayor and leads Department Heads to establish annual and quarterly strategic priorities; facilitating workflows advancing them to ultimately meet or exceed the City’s long term goals
    • Implements and manages city-wide initiatives and programs
    • Supports the City’s Mission/Vision/Values by personal example and ensures staff to do so
    • Directs the preparation of the annual operating and capital budgets
    • Drives efforts improving the efficiency and effectiveness of the Mayor and Department Heads
    • Communicates and coordinates regularly with Department Heads holding them accountable to short and long term goals
    • Keeps the Mayor and appropriate management staff members informed of important developments which may affect the administration of City government
    • Recommends improvements to the Mayor on policy formation, operational review of municipal departments, budgetary decisions, and related City management issues
    • Represents the Mayor in interactions with elected and appointed state and local government officials; business owners and managers; neighborhood groups; employees; and other citizens and customers
    • Provides information to the City Council on the activities and operations of the municipality
    • Serves as an information source for the City Council in the discussion, development, and implementation of policy objectives, including maintaining a current understanding of trends within municipal management, fiscal realities, quality of services, and all applicable laws and related ordinances
    • Serves as a liaison between the City and business organizations on adjoining interest issues
    • Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices, and new developments in assigned work areas
    • Performs other directly related duties consistent with the role and function of the classification
    • Regular and predictable attendance is required
    Supervisory Responsibilities:
    Directly supervises all Department Heads as well as all other employees within the Mayor’s office. Carries out supervisory responsibilities in accordance with the City’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
     
    Qualifications:

    Education and/or Experience:
    • Bachelor’s Degree in Business, Public Administration, or a related field
    • Masters of Public Administration (MPA) or Masters of Business Administration (MBA), preferred
    • Minimum of seven (7) years’ experience in executive management position, preferably in the public sector
    • Minimum of three (3) years of organizational development experience leading and supporting enterprise-wide initiatives in areas of business process improvement, performance improvements, and organizational effectiveness
    • Any equivalent combination of education and experience which provides the required knowledge, skills, and abilities necessary to perform the work.
