    ABOUT ANAWIM: Anawim Housing has been awarded funding from the Iowa West Foundation to create a scattered site permanent supportive housing project in Council Bluffs. This role will incorporate best practices of Housing First and Trauma Informed Care to serve people experiencing homelessness in housing stability. Successful candidates will possess understanding of serious mental illness, substance use and service connection and will demonstrate commitment to housing equity. JOB DESCRIPTION: Permanent Supportive Housing Program Manager LOCATION: COUNCIL BLUFFS, IA PURPOSE OF POSITION: The Permanent Supportive Housing Manager provides case management/housing services to homeless individuals with a serious mental illness, chronic substance abuse, HIV/AIDS, fleeing domestic violence, medically fragile or dual diagnosis. This effort is done in collaboration with Permanent Supportive Housing team and social service agencies with whom Anawim contracts. ESSENTIAL DUTIES - Utilizes a framework of Housing First, Harm Reduction, Trauma Informed Care, Motivational Interviewing, Stage Matched and Person Centered practices to partner with program participants to achieve housing stability. - Works with participant and mainstream agencies in development of a person centered case plan and goals for the each participant. - Collaborates with key community stakeholders in triage and referral of program participants. - Assists each participant in locating an appropriate unit which will meet their housing needs. - Facilitates the intake process, sublease, participant obligations and the level of monitoring for each participant in working to meet their case plan goals. - Locates scattered site rental properties and arranges for lease/sublease to maximize the grant funds. - Facilitates problem solving with participant and property manager/landlord/owner on issues related to participant tenancy including potential notices of non-compliance and maintenance requests. - Maintains local system data entry (HMIS or other equivalent) for program participant. - Collects data points to be agreed upon with local funding entity to ensure measurable outcomes. - Maintains necessary file records in compliance with HUD regulations including lead based paint and housing quality standard inspections. - Follows all Fair Housing and Iowa Landlord and Tenant laws to resolve tenancy issues. Maintains on-going communication with participant, landlords and any involved mainstream service agencies to ensure long term housing stability. - Markets Anawim Housing programs through public speaking and collaboration with other mainstream service agencies. - Works with mainstream service agencies in developing a resource list of employment opportunities for participants. - Conducts move-in and move-outs with participant and property manager. - Other duties as directed by supervisor. KNOWLEDGE AND SKILLS: - Uses personal computer for word processing and data entry. - Needs good verbal and written communication skills in dealing with participants, mainstream service agencies, landlords and other entities in the network of housing and services to homeless. - Requires basic mathematical and programming knowledge. EDUCATION AND EXPERIENCE: - Minimum of BA/BS degree in Human Services or other related fields. - Experience with management of an apartment complex or homeless shelter is preferred. - Experience with serving people who have experienced homelessness and who may have a serious mentally illness, substance use, HIV/AIDS or medically fragile or dual diagnosis - Familiarity with Housing First, Harm Reduction, Stage Matched and Person Centered Case management and Trauma Informed Care.
