  • Workforce development is an economic development approach that attempts to enhance a region's economic stability and prosperity by focusing on people rather than businesses. In an effort to create a competitive workforce advantage in our community, the Council Bluffs Area Chamber of Commerce continues to expand its strategic workforce efforts.

    Workforce Needs Assessment

    The Workforce Needs Assessment Survey is conducted annually by Iowa Workforce Development. Employers provide information regarding both their current level of employment and their current and expected job vacancies.

    Employment Benefit Analysis

    Through a survey conducted by Iowa Workforce Development employers across Iowa are asked to provide information regarding benefits they currently offer their full-time and part-time employees.

    Laborshed Analysis

    The purpose of this Laborshed analysis is to measure the availability and characteristics of workers within the region based on geographic principles. The Laborshed data assists local development officials in their facilitation of industry expansion and recruitment and their service to existing industry in the area.

    Workforce Training Programs

    Iowa Western Community College’s Division of Economic and Workforce Development efforts including the following programs:

    • Industrial New Jobs Training (260e) (INJTP): provides training dollars from certificates sold by Iowa’s community’s colleges. The certificates are paid for by the diversion of the new employees’ payroll withholding tax.
    • Iowa Jobs Training Program (260f) (IJTP): provides forgivable loans to Iowa businesses to train existing workers.
    • Community Economic Development Assistance: Iowa Western Community College (IWCC) works closely with local economic development interests to facilitate and add value to local economic development.
    • Customized Training: IWCC delivers customized training and consulting services to area businesses, governmental agencies, and non-profit organizations.

    Iowa Workforce Development delivers the following programs:

    • Workforce Investment Act: a federal program providing employment and training activities for low income adults and youth, as well as dislocated workers.

    The Entrepreneurial Center, which includes the Iowa Western Small Business Development Center and the Office of Entrepreneurial Education & Training, offers the following types of programs:

    • Programs that support entrepreneurial thinking, support area entrepreneurs and student business ventures, raise public awareness about the vital role of the entrepreneur in the economy, and make academic contributions to our understanding of entrepreneurship and economic programs.
